Asset Management & Planning
What we do
The Asset Management and Planning section within the Regeneration
Department is responsible for ensuring KHT’s approach to
Regeneration and Investment is strategy-driven and customer focused
so that KHT resources and activities are directed wisely towards
creating sustainable communities where people want to live and
ensure that the value of our assets (which includes our homes,
community and office buildings, environmental infrastructure, the
public and communal spaces) are well maintained and built upon for
the residents of Knowsley.
The work of the section is split into a number of parts:
*Asset Management
* Planning and Procurement
*Development
* Facilities Management
The Asset Management team are responsible for the management of the
existing buildings both internal and external and assessing the
long term viability of these buildings to ensure that into the
future they provide the standard and quality of accommodation which
meets the needs of existing and future residents.
To manage the existing stock we maintain a comprehensive database
on the condition of KHTs housing stock this helps us to understand
what we need to do and when. The database is regularly updated
thanks to an annual program of stock condition surveys completed by
our Project Officers.
To compliment this we manage and maintain a property and land
register. We work closely with internal and external partners which
includes our customers to look at what options are available this
can include minor and major repairs and improvement work,
conversion, selling the land or properties, demolition and new
build.
The team is involved in the following areas of work:
• Land/boundary disputes
• Retrofit Agenda
• Option Appraisals
• Mortgage Rescue
• Policies/Procedures for LCHO, Social Homebuy etc.
• Formulation of 30 year Business Plan
• Tenure Diversification in the NDC area/KHT Buy Back

Planning and Procurement
What we do?
Once we have support for the proposed schemes these are passed to
the Planning and Procurement Team. The Team then look at how and
when the programs of work will be delivered. They develop the
specification that ensures the work we complete can be cost
effectively maintained into the future and will enhance the areas
we are investing in. They will put together the teams who will
manage the projects the main focus of the work of this team is to
ensure that the projects are delivered on time, within budget and
to a high quality and to help us do this we work with a number of
frameworks including our recently appointed Development
Framework.
Through our work and investment we look at what else we can do to
benefit our residents. We look at the employment, training and work
experience opportunities and the additional community benefits
working with local schools and community associations and those
hard to reach groups. We aim to offer tenant choice and involvement
in all our programs
The work of the Planning Team Includes:
- Communal Environmental Program
- Void Management
- Setting and Monitoring Budgets
- Specification Reviews
- Managing Frameworks
- Working Neighbourhood Fund
- Contractor and Consultant reviews to ensure compliance with
KHT’s procedures.
- Contract administration involved in project management, cost
management and Construction - Design and Management (CDM) services
and compliance.

Development
What we do?
The Development Team are based at Lakeview in the Regeneration
Department and work closely with the Asset Management Manager where
the Option Appraisal process identifies new development as the
preferred option.
They are currently delivering a £26million, 3 year new build
housing programme that has been partly funded by the Homes and
Communites Agency , through the National Affordable Housing
Programme, and Knowsley MBC. We are currently on site with schemes
in Huyton, Prescot, Halewood and Kirkby and will oversee the
development of approximately 170 new homes. The programme includes
:
• Selective Demolition
• New build houses, flats and bungalows for rent
• Opportunities for low cost home ownership
• Adapted homes for people with special needs
• A supported scheme for homeless people
All the homes will meet level three of the Code for Sustainable
Homes and where possible we are now working towards achieving level
4 and 5. They will be built using modern methods of construction
and will include energy saving features and we aim for all of our
new build homes to meet lifetime homes providing homes into the
future.
The programme will help regenerate Knowsley, address demand issues
and meet the need of current and future tenants. .

Facilities
What we do?
From September 2009 Facilities Management was transferred to the
Regeneration Team our role is the management of KHT’s
corporate buildings and communal areas in high, low and medium rise
blocks and Community Buildings.
