Asset Management & Planning
The Asset Management and Planning section within the
Regeneration Department is responsible for ensuring KHT’s
approach to Regeneration and Investment is strategy-driven so that
KHT resources and activities are directed wisely towards creating
sustainable communities whilst gaining optimal value from its
assets.
The work of the section is split into a number of parts:
Asset Management
Dealing with KHT’s surplus assets (which may be property,
garages or land/sites where demolition has previously occured) by
disposing of these assets or redeveloping them into new
housing.
Maintaining a comprehensive database on the condition of
KHT’s housing stock ensuring that the planning process can be
carried out effectively and efficiency.

Planning and Procurement
Planning KHT’s
Investment and Cyclical Maintenance Programmes – Using the
stock condition data to plan where we need to undertake future
investment and cyclical programmes.
Procurement – Ensuring that KHT’s contracts and work
provide ‘value for money’ and comply with KHT’s
financial regulations.
Analyse repairs trends and develop Planned Maintenance programmes
to achieve efficiencies.
Neighbourhood Regeneration Strategy
The Strategic Planning of KHT’s Community Regeneration
Strategy.
The above objectives are driven at a strategy level by our:
• Neighbourhood Strategy
• Tenure Diversification Strategy
• Asset Management Strategy
• Community Regeneration Strategy
The content of these strategies helps shape how we deal with local
level issues, which are captured, in local Neighbourhood Plans
(currently being updated). The operational responsibility for
developing and delivering these plans is located in the Tenancy
Services Team (contact Dave McCain, Services Manager on 7459)
within the Neighbourhood Services Department.
The Trusts Neighbourhood Plans assess all factors that impact upon
quality of life issues within our neighbourhoods so that we are
able to fulfil our core responsibilities - those associated with
our role as the major landlord in Knowsley - and also by
identifying activities to directly and indirectly support other
projects that positively address community cohesion.

When is the new Improvement Programme available?
The annual Investment Programme which includes all improvements,
cyclical and planned maintenance programmes is presented to
Regeneration Committee in January for approval and commencement in
April of the new financial year.
What is a Neighbourhood Plan?
The
Neighbourhood Plans will allow KHT and its customers, to understand
the local environment and market factors that will shape our
approach to managing and regenerating Knowsley. The purpose of the
Neighbourhood Plan is to enable a holistic approach to current and
future investment requirements in our neighbourhoods.
What is Low Cost Home Ownership?
KHT's LCHO products currently include Social Homebuy and Assisted
Purchase. These are tools to assist KHT with tenure diversification
in areas where KHT owns the majority of stock, or to assist with
land assembly in areas affected by clearance.
